In an era demanding agility and efficiency, government agencies face an uphill battle against outdated data infrastructure and fragmented information silos. This session, 'Reinvent Government in a Data Intelligence Era,' presented by Eric Papawitch of Databricks and Ricky Aurora of Minnesota Metro Council, unveiled a transformative approach using the Databricks Data Intelligence Platform to overcome these challenges and accelerate the adoption of data and AI in the public sector.

Papawitch highlighted that despite federal mandates for IT modernization, data strategy, and AI acceleration, government services often suffer from a common architectural flaw: isolated transactional, analytical, and AI environments. This fragmentation leads to multiple copies of data, making agency-wide analytics, security monitoring, and compliance incredibly difficult. The proposed solution is a cloud-based Lakehouse architecture, which provides an open, unified foundation for all data, leveraging cloud object storage and open formats like Delta Lake or Iceberg to reduce vendor lock-in and improve cost models.

Central to this new architecture is robust data governance, making it a strategic asset. Unity Catalog, Databricks' governance layer, ensures strict access controls, continuous monitoring, and data lineage tracking for both structured and unstructured data, including AI models. Furthermore, AI is integrated to auto-classify data, add descriptions, and detect Personally Identifiable Information (PII), significantly reducing manual effort for data stewards. The platform also supports open data sharing through Delta Sharing, enabling secure collaboration across agencies and with external partners, directly addressing mandates to eliminate data silos and combat waste, fraud, and abuse.

The session then transitioned to a compelling fireside chat with Ricky Aurora from the Minnesota Metro Council Environmental Services, who shared their journey of data transformation. Aurora revealed the immense scale of their operations: treating 250 million gallons of wastewater daily, with 120,000 instruments collecting data every 10 seconds. Their biggest challenge was accessing and processing this 'dehydrated' data (where only exceptions are stored) from disparate, proprietary systems, limiting them to analyzing only 20% of their available information. The move to a Lakehouse platform with a medallion architecture (bronze, silver, gold layers) is enabling them to ingest and 'hydrate' 100% of their real-time data, ensuring a complete and continuous time series for analysis.

The integration of AI tools like Genie allows users to ask natural language questions and receive instant visualizations and answers, accelerating decision-making and empowering business users. This strategic evolution, as Aurora emphasized, is not just a technological upgrade but a fundamental shift in how government can leverage its most valuable resource: data, to deliver better citizen services.
